SRC is an independent, nonprofit organization governed by a Board of Directors comprised of representatives from industry stakeholders. The Board determines organizational policy and provides overall governance and oversight of SRC.
An Executive Committee, consisting of two members of the Board of Directors and the Chief Executive Officer, provides operational oversight.
Neil E. Hutcher, MD, FACS

Neil Hutcher is an accomplished surgeon and a widely recognized leader in the advancement of surgical specialties, especially as it relates to patient education and advocacy on the federal and state levels. He began practicing medicine in Richmond in 1973 and, prior to joining SRC, held the position of Managing Director at Commonwealth Surgeons. Dr. Hutcher has served as Chairman of the Department of Surgery at St. Mary’s Hospital and Clinical Associate Professor of Surgery at both the Medical College of Virginia and McGuire Veterans Administration Medical Center. He is also a past president of the American Society for Metabolic and Bariatric Surgery.
Dr. Hutcher has served as SRC’s Chief Medical Officer and Board of Directors Chairman for more than 20 years. During that time, he has led the creation of more than 40 specialty-specific surgical, endoscopic, and anesthesia center of excellence programs. Dr. Hutcher also spearheaded SRC’s international centers of excellence initiative which now has participants in more than 30 countries.
Dr. Hutcher received his undergraduate degree from the University of Richmond and his medical degree from the Medical College of Virginia, where he also completed a residency in general surgery and specialty fellowship training in transplant surgery.
Gary M. Pratt

Gary Pratt assisted in the startup of SRC and has served as CEO since its inception in 2003.
As a noted entrepreneur, Mr. Pratt has launched eight companies in healthcare, information technology, and waste management, successfully selling four of them. Recognition for some of his companies include: the Inc. 500, Inc. Magazine’s annual ranking of the 500 fastest growing privately held companies in the United States; the Triangle Fast 50 Award, the Triangle Business Journal’s annual ranking of the 50 fastest growing privately held companies in North Carolina’s Research Triangle region (Raleigh, Durham, and Chapel Hill); and his waste company became the largest of its kind in the United States. Mr. Pratt also served as a partner in the nation’s sixth-largest accounting firm, and was president of a division of Waste Management, a Fortune 500 company.
Mr. Pratt serves on several advisory boards. At the University of Tennessee, he is a member of the Haslam College of Business’s Department of Management and Entrepreneurship’s Advisory Board. He is a founding member of UT Ventures, the University of Tennessee’s first angel investment network. At Louisiana State University, Mr. Pratt is a member of the E.J Ourso College of Business’s Dean’s Advisory Council.
Mr. Pratt is a graduate of the University of Tennessee, with a degree in business administration.
Michael T. Hartney, BA, JD
General Counsel and Vice President of Legal Affairs

Michael Hartney assisted with the startup of SRC and has served as its General Counsel since the organization’s inception in 2003. Mr. Hartney’s 40 years of legal experience has been devoted to representing businesses, nonprofit entities, and healthcare professionals in transactions, governance, and compliance matters.
As SRC’s General Counsel, Mr. Hartney is responsible for overseeing all legal, regulatory, governance, compliance, risk management, and contractual matters affecting the company.
Mr. Hartney is a member of SRC’s Board of Directors and an integral part of the company’s executive management team. In the past he has served on the boards of various public service organizations.
Mr. Hartney obtained his bachelor’s degree from the University of Illinois, Champaign and his Juris Doctor degree from the University of San Diego School of Law. He has been a member of the California State Bar since 1984.
